I was born in Palermo on June 23rd, 1953.
In 1975 I graduated in Literature at the Department of Sociology, University of Palermo. In 1977 and 1978 I worked in the Department of Sociology (Faculty of Political Science) as a tutor.
From 1978 and 1984 I worked as a social researcher in some projects, including projects coordinated by the IRSI (Istituto di Ricerche sui Problemi dello Stato e delle Istituzioni) in Rome.
From 1984 to 1991 I was a teacher of Italian and History in High Schools in the province of Rome.
In 1986 I graduated in Law at the Department of Civil Law of the University of Palermo.
In 1991 I entered the Judiciary as an assessor.
From 1992 to 1996 I worked as a criminal law judge in Rome.
From 1996 to 2001 I was Head of the Legislative Office of the Minister for Equal Opportunities. I drafted the Italian legislation on Domestic violence, Immigration and Trafficking in human beings, Women and children in detention, Parental leave, Women in the Armed Forces, Gender discrimination at work, Establishment of a National Body for anti-discrimination policies on any grounds. I also drafted bills on cohabitation, gender statistics, civil action against all forms of discrimination and criminal provisions on trafficking in human beings.
Since December 2001 I am a Judge for Preliminary Investigation at the Criminal Court in Rome.
In May 2002 the Directorate General of Human Rights – DG II of the Council of Europe asked me to submit to the Committee of the Ministers a Feasibility Study for a Convention of the Council of Europe on Trafficking in Human Beings. The Feasibility Study was submitted and approved by the Committee of Ministers of the Council of Europe in 2003.
Since September 2003 I participate in the meetings of the Ad Hoc Committee on Action against Trafficking in Human Beings (CAHTEH) as the scientific expert of the Secretariat of the Council of Europe – Directorate General of Human Rights.
I am Vice-president of the Women Lawyers Association “GIUdIT – Giuriste d’Italia”, composed of judges, prosecutors, attorneys and professors of law
Since 2003 I am a member of the Committee for Equal Opportunities established by the National Superior Council of the Judiciary
From 1997 to 2001 I directed the Legal Group within the Interministerial Coordination Committee of the Government Action against Trafficking in Women and Children, co-chaired by the Minister for Equal Opportunities and the Minister for Social Solidarity.
From 1997 to 1999 I was a member of the Italian delegation at the Committee on the elaboration of the Optional Protocol to the Convention on the Elimination of all Forms of Discrimination against Women (CEDAW).
In June/July 1998 I was a member of the Italian delegation at the Conference of Rome in which The Statute of the International Criminal Court was approved.
In 1998 I contributed to the definition of the Italy – U.S. agreement on trafficking in human beings and coordinated all the sessions of the Bilateral Working Group.
From 1999 to 2000 I was a member of the Italian delegation within the “Ad Hoc Committee on the Elaboration of a Convention against Transnational Organized Crime” at the U.N. Commission for Crime Prevention and Criminal Justice in Vienna, particularly working on the Protocol on Trafficking in Persons.
In 1999-2000 I attended all the G-8 meetings of the Lyon Group, concerning transnational organized crime, in particular of the sub-group on smuggling of migrants and trafficking in persons.
From 2000 to 2002 I was vice-president of the National Committee that collaborates with the Chief of Defence in the activities of coordination and evaluation of the recruitment and integration of female voluntary military personnel in the Armed Forced.
In February 2001 I contributed to the organization of the Seminar Italy-US-Albania on Preventing Trafficking in Persons, aimed at training of law enforcement officials and prosecutors.
In 2001 I was president of the “Women, Health, HIV” Committee.
From 2002 to 2004 I participated as a legal expert in a project of the Council of Europe on Criminal Law Reform on Trafficking in Human Beings in Eastern European countries (LARA Project).
