Afghan Women Lawyers and Professionals Association (AWLPA)
The Afghan Women Lawyers and Professionals Association (AWLPA) was established in 1998 in Mazar-e-Sharif while the Taliban were still in power. It was set up by Suraya Paikan, a law lecturer at Balkh University in Mazar with 10 other women as a non-governmental and non-profit organisation.
While the Taliban were in power AWLPA operated secretly with the women lawyers moving between houses under cover of their burkhas. Since the fall of the Taliban AWLPA has been able to come out into the open and there are now over 100 members.
The association aims to:
- raise the awareness of Afghan women about their legal rights
- promote the participation of women in the process of constitution building
- ensure the restoration of women’s rights in Afghanistan.
- AWLPA’s activities include:
- Training: Setting up a continuing training programme both in Kabul and the provinces to educate lawyers in Islamic law, national law and international law. AWLPA recently held a course for Afghan women on the 1964 Constitution which was attended by 100 participants.
- Resource Centres: Setting up law libraries to allow lawyers access to information about Islamic, national and international law including human rights law in Kabul and other cities (Herat, Mazar, Jelalabad, Kunduz, Takhar, Pulkhmri, Ghazni and Juzejan)
- Law Journal: Publishing a periodic journal in Dari, Pushto and English language to disseminate articles about the law to as wide an audience in Afghanistan as possible and to promote the understanding of legal issues in English to encourage access to international materials. The first edition of Women and Law was published earlier this year and 1000 copies distributed to women for free. Funding is needed for a second and future editions.
The support of other lawyers associations is vital. Funding is desparately needed for all AWLPA’s activities. In particular it is hoped to provide for sufficient funds for the next edition of Women and Law. (The printing costs alone for the first edition of 1000 copies were £2000).
